When I upload music with Persian name on the cover, it is rejected, but when I check Spotify and Apple Music, there are many songs that are written in Persian on their cover.

Hello. You can use Persian language for your release sir, just you can't put Persian language on your cover, and English langage in the meta datas (forms). You have to choose the same one on both. This is stores/platforms guidelines. Hope this helps.
